I have a nice condition Sega ST-V board that was working. Now all I get is "error on cartridge", and then it plays the ST-V logo, and I can hear the logo music playing as well.

Did you try reflowing the solder on the 2 CPUs? These are pretty susceptible to broken connections around those 2 chips.
