I've read that the SF3 2nd impact security cart doesnt need the battery,
can anyone confirm this?
From my understanding you can just remove the battery and it will continue to work,
is this correct?
Just want to be sure before accidently killing my cart:D

Yes that's correct, just remove the battery and it'll keep working.

can we use original 2nd impact cartridge (with battery) with custom 3rd strike CD to write the simms?

Sort of. You can do it using older versions of the Darksoft CDs, but it's probably more headache than it is worth since I think you might need to build a custom ISO or do some other type of "install <some game>, then move SIMMs around" nonsense. I ended up giving up and just decided to stick to BIOS swapping since it was less hassle.

You can search around in this sub-forum for some threads about it.

Woah, I didn't know this. Any particular reason the Second Impact cart functions that way??

My understanding is (and this may be slightly wrong, so hopefully the Internet Scientists don't jump all over me for this) Capcom basically "forgot" to set an encryption key, so when the battery dies, the keys basically "remain" 0, so the game keeps working. This little quirk about 2i was the basis for the Darksoft BIOS.
