Is there a reason why you don't want to install Fastboot/Luma CFW?
This would allow you to install 3DS games (*.CIA) to internal memory/SD card.
If you don't want to engage in piracy you can dump your own carts to CIA format using GodMod9 (then install them).

Yeah! Actually I already have Luma on one of my my 3ds consoles although haven’t really messed with it in a long time I’ll admit. I just kind of want one to mess around and see if it would be a better fit for my friend who is really into his 2DS right now but is too nervous to be convinced to put cfw on his console 
he just really doesn’t want to mess around with it but if I could convince him to go that route I would!
He really likes the cart option I setup an R4 Gold for him and gave it to him as a gift and he uses it constantly. Obviously only good for OG ds stuff though
Oh and I guess I should say that any cart that plays 3DS titles on the latest firmware is fine… if there are any other solutions to Sky?

I haven't kept up with the cart solutions myself.
I do remember reading at one point even the carts needed a specific official firmware OR CFW to operate correctly.
If that is still true, to be able to play all the games your buddy will still be installing Luma.

When I was looking into cart situation I didn’t find any current ones anymore as CFW came out and that cart demand died.
