Slight palette issue with long A Board

I recently completed a Pang!3 conversion to Final Fight. After working around issues caused by myself, it's running great. However, it highlighted an issue with my long A Board that I'm not sure where to start troubleshooting.

I also have a CPS Dash board for my SFII CE. I'm not seeing the palette issue on that board. Also swapping the C Board from my SFII CE does not resolve the palette issue when using my long A Board.

Anyway, to get the point, the palette issue is minor and only seems to affect specific sprites. The symptoms are generally something being slightly off color and having a shimmering red outline. It actually only affects a limited portion of the graphics, so that's what's perplexing me even more.

Here's an example with the first enemy who is showing in blue with the shimmering red outline:

Generally single sprite issues tend to be ram so that would be the likely culprit.
Likely just a single chip.
If it was the A custom it typically affects all things at once. So all sprites would have issues.
