Any idea what is it it wont boot and this what I thought it was from my research
 
It's not Aliens either.

Easiest would be just to dump the roms. Unless someone here knows offhand the number on the roms, 911.
 
take off that Serial number label ending in 984, that's not part of the board labels from konami. the board number will be under there that will tell you what game it is.

I'm not sure it's Parodius, and even if it is, I think it's an undumped version.

However, it's also missing a bunch of chips in the sound section.

It's interesting, but not worth what you're asking.

Maybe a Surprise Attack pcb?! I guess dumping the roms or identifying rom labels will have to be done then.

Looks like Konmai used the same board number for a few games.
 
Yup, to me looks like this a Surprise Attack pcb, plus the rom labels seem to match what mame has for it.
