Sound really loud?

I have a PGM and the audio is pretty loud on a cabinet with no audio amp and the volume knob all the way down. The volume knob is a little staticy/scratchy, but it works otherwise. It goes from loud to louder. The board is clean and it's always had a coin cell battery so it's never leaked.

Is this normal?
 
Thanks for the reply, it's good to know it wasn't working correctly before messing with it.

Visually the joints all look fine. I don't know exactly what to measure, but poking around it was going from 0-1000ohms so it wasn't completely non functional.

Since I couldn't tell anything from poking it, I turned it on and found that if I press the dial down into the board it's back to normal. I'm sure it'll go bad again, but for now, it's all good.
 
so it works like this,
the outer pins are a resistor - value marked on it.
one end is connected to the sound circuits, the other end to ground.
the final pin is the wiper that runs across it and feeds the amplifier.
as you turn it up it moves the amplifier closer to the sound-source,
turning it down moves the amplifier closer to ground.
you need the ground or you would just replace the sound with hum.
so the grounded pin is probably internally cracked at the carbon track.
