STV stuck player 2 inputs

Got a STV sent to me for black screen and stuck player 2 inputs, the thing was filthy so I gave it the usual bath and reflowing the SH2 got the game to boot fine. Now for the stuck inputs I am suspecting the custom 315-5649. Anyone know about his chip?

I swapped out the 315-5744 from a spare non working Saturn board I had laying around but no luck. I am starting to believe someone plugged the jamma backwards and partly killed the other input custom 315-5649.
