When powered up monitor comes on but that's it. Game does not boot just has a red screen and a few white dots on bottoms of screen that appear every few seconds. I checked some of the socket chips with multi meter and they are getting 5.08v so the board is getting power. I replaced the capacitors on the board also but no change. Also did not see any noticable broken traces etc. Anything else to check? Is there a chip that fails to cause boot up?
