System 12 board resets at the Initialization Screen

I see the standard JVS initialization screen for less than half a second and then the board I have resets. Its constantly doing this, any suggestions on how to fix?

I have it wired up with JVS controls/power.

Have you tried powering it up using JAMMA? Could be an issue with the top pcb, same thing happened to me before with a faulty top board.

Yes, they are fully interchangeable with other system 12 top boards. Do note that a system 11 top board will not work.

I swapped with a good working Tekken 3 top and it still didn't work.

Any other stuff? I reset the room board as well and still nothing.

I also noted that the roms are Intel flash Roms, is that standard for non Namco games?
