System 12 - Tekken Tag 3 - Video Glitch

I have Tekken tag 3 with an issue, please see the video, and tell me if you have any suggestions? I am happy to pay for your help.

Pushing the free play button inside quarter slot allows the game to work otherwise just loops on the boot screen

Sounds like the top CPU board is either damaged or some of the flash roms are failing

Would there be any way to test this or repair if needed?
I can start with adjusting power supply voltage and using contact cleaner

Clean the connector of the two boards top and disasamble them clean with 99% Alcohol

Check the red +5vdc wire and adjust the H screw until 5.15v?

Okay here is picture of boards I will remove set from machine then clean all 3 with 99% Alcohol and reinstall?
