Tekken 7 ES3 not fully powering on

Got this in the mail today by fedex. I plug in the system and I get 1 green LED. I hear a feint fan on but not everything is on like the main fans etc. Does this mean I got a defective board?

- Change mainboard battery
- Try to remove graphic card and power up without
- Try without RAM

Tried all 3 no dice. LED on the motherboard turns green for a quick second, the fan does like a tick spin and that is about it. I even tried to short it with advice from franco and nothing.

It looks like a dead or shorted component
