That Ikaruga bootleg on ebay

I assume I'm not the only one who has been seeing that Ikaruga bootleg for a while on Ebay:

Does anyone here know anything about this ? Who makes this ? Is it some kind of GD ODE or some sort of CF reader ? Is a specific DIMM firmware required ? Is it available with other games ? Could it be modified to swap games ?

The seller did not answer my questions.
