The King Of Dragons - jail bars on sprite and background

Hi, I've got a desuicided pcb of The King Of Dragons but, unfortunately it has jail bars on sprites and background.







I've already tried with a different A board but nothing changed.

So, I'm pretty sure the problem is on C board or in some masked roms in the B board.
I've some question:

1) I have a simple TL866CS miniPRO,programmer, can I read the masked roms of KoD with this? How?
2) What kind of roms are?
3) Is it possibile to convert a generic C board to be used on KoD? How?
