Does anyone knows what can cause this error to appear in the first place?

Friend of mine asked me to make him some TC4 hard drives to have new drives to use to repair a TC4 cabinet.
But this is what appears on boot and this is the picture he sent me.



I swear both the Namco PS2 based arcade boards and the Lindberghs from Sega have their fair share of issues that i could call them cursed.

In my case. Motherboard didnt recognice hdd. just change power supply and fix it.
