U5000 Not outputing any video after fresh recap

I've been going at this for about a day now, I don't know if it's a issue with my JAMMA or not, but all directions seem to be pointing in that way.

After testing with a CGA to VGA and not having my JAMMA output anything, what should I do?

Also gonna add I tested 2 PCBs, both of which had this issue, Marvel Super Heroes and Golden Tee 2K

Yep, it was working just fine.

I'm 1000% sure this a JAMMA issue at this point, and I have 0 clue how to solve it. I RESOLDERED all of my video connections, and it still isn't outputing anything on my CGA to VGA, do I just buy a new harness at this point?

I managed to also get it to output this yesterday, this is a frame from a video I took.
