Under the base of the main shell of the New Astro

I'm on the way to repaint the main shell of the NAC.
Some says that this reddish layer is a rust free layer. What do you think about it?
Last week I removed it. I had to do it with the sanding machine since it was quite difficult to remove. During that operation I discovered a white layer under the red one (see pics). That white layer should be the coat of the main shell, but without any varnish.
Maybe my question will be silly, but why an antirust there?

Look like bondo body filler for after sanding down fiberglass. You shouldnt find rust since the shell of the astro is built from fiberglass.
Maybe because the kick panel is metal, probably to stop rust from spreading.
