Unusual MVS shell

Picked up a Fatal Fury 3 cart off eBay that has an unusual shell I haven't seen before. It appears to be made from the molds used for link cable carts. The indentions for the holes are there but not drilled out, obviously.

Is this a known variation of shell? It's odd (especially for 1995) and I am just curious how common these are.

League bowling came in a similar shell as well and had sort of link mechanism. Probably the same enclosure without the holes?
 
Bust-A-Move labeled (so US market) carts are in this shell. SamSho and Windjammers also except that they're clear. I'm sure there are others if you go looking.

Thrash Rally was the last link cable game at the tail end of 1991, so possibly they just had a had a working mold and kept using it. No need to waste money getting a new mold made.

That makes sense. I did check my SamSho and it is the same. Being clear, I guess I just didn't notice it.
 
Very surprised i havent seen this one mine before. I have this on a bunch. Some example:

Over Top is fake label I think, but has holes through it so _might_ be a conversion. The others are not drilled.

My understanding those shells were the multiplayer ones
Regardless Fatal Fury 3 is a great pickup
Love that game!
