I have some foreign language on a game I was debating moving to a different board, I was hoping the language is contained in the main program eproms and not the graphics mask roms.

Has anyone tried this before?

Yes, you've got it
Eproms (1-10) contain the sounds and program
Mask roms (11-20) contain the sprites and backgrounds

So you can convert regions, or to avalanche, or to phoenix, without needing to change those mask roms.
Can easily mess around in MAME to see what will happen.

Way more information than I ever thought possible here

Also, complete sets of CPS2 Eproms with the stickers intact are worth a lot more than partial sets - so if you are planning on a language conversion I suggest you buy new eproms for the new language and keep the original stickers intact.

Most of the Capcom CPS2 games contains all the regions and languages, with them you can select the region by change one byte in Rom 03. But there are some exceptions that use diffent roms and with them it's better to change all the needed roms, since they do differ more than just the region byte and just change the region in them will lead to unexpected behaviour or crash.

I have one further question.
When it comes to simm games being converted to eprom bin, is there a handy way to know what slot the eprom should go into?
And how it should be split? For example simm 1 part a&b combine into one eprom and c&d combine into one?

No, because, there are different eprom configurations and two kind of Sims, So how the data is arranged in the sims will depend on the game.
