If you look under the 2 fans there is a power board with 2 big heatsinks hence why there are needed.

Only thing is the credit/service/volume & the monitor remote board is all in one (with separate inputs) so unless you have a spare remote board for that monitor brand it could be useless.

So I bit the bullet today & ordered a LG Ultragear 32GP850-B (£310) which has the same dimensions as the LG 32GN650-B prob slight overkill for the stuff I will use on it but that's the cheapest one we have in the UK, ordered direct from LG where you get 2% off everything after sign-up & 5% off...

On my Noir the grounding points are on the power input plate where the line filter is attached which essentially is just the cabinet ground there are a couple of normal grounds that go from the isolation transformer.

Butched cab wiring makes my blood boil you see it so much with modern cabs rip out old wiring & wack a pc in there. Sorry I can't actually help with the question.

Why do people in this hobby call them "tangs" ? in the industry we call them "tabs" nobody at work had ever heard of tangs & my boss has been in the business for 40+ years.
