Dumb question - that looks like a 72-pin SIMM to me, used in the late 486/Pentium era of computers. Are these the same chips, or did Capcom do something with them to make them unique? (wouldn't be the first time I've seen that in either arcade or computer use)

It's not RAM. They are custom modules with flash chips on them. They look similar but function differently.
