This is one instance where I was hoping I'd be wrong; these games would look great in proper 240P
NOTHING on Naomi outputs any less than 480i!

Games are not scaled up from lower internal resolutions (line doubling)...
They are always scaled down (line decimation) from 640x480.

Even in the case of Dreamcast, very few titles output 240p (but they all do 480i)...
The ones that do, none of them are originally Naomi games.
 
In another thread MetalliC mentioned that there's a flag in the NAOMI ROM header that specifies if the game will allow booting into an unsupported video mode. I've booted every Net-Bootable game in 31K mode so I started playing around in 15K mode.

Airline Pilots and Sega Strike Fighter will both refuse to boot if the NAOMI is in 15K mode. Also Wave Race GP will ignore the dip setting and boot into 31K mode even if the jumper is set to 15K mode.
 
Just to mention, one should not bridge two digital outputs together as one will draw current from the other when they're on opposing states.

VGA sync pins are digital, not analogic.

So please DO NOT TIE HSYNC AND VSYNC TOGETHER as you can fry the output drivers.

From a quick google search, this is a fairly common circuit for making H/V Sync into CSync:
