Working on another Sanwa 1723c chassis, all caps have been replaced.

This chassis horizontal position can't be fully adjusted, it's too much over to the left side (with some fold over on the right side).

There are two hori-position pots on this chassis, one main pot at the front side of the corner and then a sub-horizontal-position pot further back.
Adjusting the main hori-pot does make the picture shift a little bit to the right, but at its maximum it seats a few good inches from the right edge of the monitor.

The sub-hori-position does nothing. I have replaced the pot but still no go.

Any ideas of what to pinpoint this issue to?

Have you inspected the capacitors on the chassis? I remembering hearing that foldover being a symptom of wrong or malfunctioning capacitors due to voltage. Replacing the capacitors with what is shown in the schematics may help.
 
You may want to confirm the potentiometers are correct values and working properly. Secondly, you should confirm that the yoke is properly fastened to the neck of the CRT.
 
I forgot to say that i have another chassis (theres a thread about here on a-p) which i use to switch between in the cabinet where the tube is.

So the tube and yoke that is being used is the same between the two chassis’s.

Pots are the same and show the same values when read with my mmc
