Sega Naomi 2 - What are those brown SMD parts around memory (looking for PC427)

Would anyboy so kind and tell me what are all those brownish smd parts are? (and if there is a list of parts with values) available?

I am looking for PC427 values (right below IC106) on a Sega Naomi2 pcb since it got blow away (not on the photo)

Look like capacitors, bypass caps for that IC will only be a very small value although without a decent LCR meter you wont be able to tell just be looking at it (unlike SMD resistors with markings)

Thanks for pointing me in the right direction. Will meassure the cap later and update the information here.
