I went ahead and tied the two return ground wires together and connected that to the neck board..... made it worse... lol.

Well you've got me. I vote test the PSU out of the casing and see if everything still shocks or not at least.

Also, there’s a spot on the wei ya with two prongs and DGC printed next to it. That’s the connection for the degauss coil, right?
