The IC responsible for PCM - Ricoh RF5C68, but it might have a different name on those PCBs.

edit: Apparently it can be also found in Sega CD, this one - https://console5.com/wiki/RF5C164A Nope, the RF5C164A has got a slightly different pinout.

It must be Ricoh RF5C68 and it's for FM Towns.

Yes RF5C164 seems compatible and can be found in the Sega-CD.
