I was thinking about getting a JVS Pac and using a old PC, but given the games I'd like to emulate are older no reason why the Pie couldn't handle it with this device.

Getting the software setup correctly is more of an issue, hardware is not that difficult

Are these available anywhere? I cant find a JVS-PAC anywhere and this seems like it would work in a NNC really well.
