The way the CPS3 games work, is the boards have a series of flash RAM memory sticks that the game data is loaded into. The game assets are on CD and the encrypted game program is on a cartridge. What is on offer here is a special cartridge that works for any CPS3 game (there were only ever six games for the platform) without needing to worry about the battery going bad and losing the encryption key (the CPS3 had the suicide battery setup). The idea here is that the special cartridge, in combination with a special CD (can be either burned or run off a SCSI to SD board) will let you run all CPS3 games. When the cart boots up, there is a menu that lets you reflash everything. Takes around 45 minutes to change games, but once changed you don't need to reflash it unless you want to change again. So once setup with First Strike it will run like a normal board, if you want to change to Read Earth you press the corresponding button when the menu shows and then leave it along for an hour. These are JAMMA with CPS3 kick harness, make sure your cabinet can handle that (I use a JNX Phase in my Neo Geo cab with mine).
The above is from memory, and is probably wrong in some specifics, but I think it's right in general.
Just to add since they said they were "Getting a cab soon": you'll want to ensure your cabinet is wired for JAMMA to use this. You'll probably be a little hard-pressed to find one that isn't, but we're not sure what cab you're getting and stranger things have happened
This board is also assuming your cabinet has a CPS2 kick harness installed in series as well. Without that kick harness (the cable that would normally connect to that port in the bottom right of the pcb photo), you'll be missing a good number of essential buttons. If you're not sure what you're getting and are able to ask/look, make sure it's JAMMA compatible and ask if there is a kick harness.
Awesome explanations above. I know it has been proposed before, but I think having some kind of wiki on the site would be great. This info will be harder to find for new members a year from now after the next fifteen units are sold.

Thanks everyone for all the help, I'm getting a chewlix from KC from this forum. He says it comes with a jamma connection so I think it should work. Does this come with third strike A? I don't want to play with B version.
It comes with A, but are you sure you want to run your CPS3 on an LCD Smoothcat?

You're getting a KC cab, but you're in Massachusetts? I don't know if you've already locked in the wad of cash it's gonna cost for shipping, but there is an importer in South Carolina that I've had good dealings with who can get you either of these cabs.
