One of the LS chips could be faulty which you would have to troubleshoot or you can remove and replace the C roms on a CHA 256 making it spec correct and clean...

The PRG is fine but it looks like somebody tried to force the 4 meg c roms to work in the 2 meg positions. Normally the c roms would be broken down into 2 meg chips but there are some versions of FFS that have those C roms in your photo fitted on a CHA256 BB
