Its probably a capacitor issue and maybe a friend deflection transistor as a result. Lots of caps there so good luck. Ive never seen so much caps packed into a monitor so small before in my life.

I thought the sc-19 uses a standard 19" monitor. Unless you actually have a sc-18 which looks completely different to the sc19. ??

Sometimes repairing pcbs can months even years whilst sometimes it can be done in minutes. Still if you ask for it back, i don't see why they shouldn't send it back no matter what the circumstances are. Dont forget to appreciate the fact that they tried to repair it. What was wrong with it...
