my cps2 marvel vs street fighter has the following graphic problem. some help?

I have sets 21, 22 and 23 roms from sf2ce. I managed to copy the rom 22 and 23, but the rom 21 when I read it, the data does not appear. could someone please provide me with the original rom set sf2ce 21,22 and 23?
