246 no longer outputting a picture VGA or CGA

So I have a 246 I have been using with soul calibur and it just stopped working no it plays blind

What has been done
Tried two vga monitors/CRT (using cga )monitor
Tried changing dip switch settings for vga and cga
Tried another PSU ( voltages are correct metered)
Reseated the dongles and all cables
Tried another DVD drive (also tried another game all together)
Changed out the cmos battery
Tried another vga cord

Opened it up inspected the board nothing looks bad or out of place
 
What system revision do you have? 246 B or 246 C? Here is what you can do if you have a 246 B. If you happen to have some ps2/ps3 component or SCART cables, you can plug it into the multi AV port on the PlayStation 2 motherboard. If you get an image, then the Namco motherboard has gone bad. If you don’t get any image at all, then the PlayStation 2 motherboard has gone bad.

Hmm, unfortunately those are extremely hard to diagnose issues. My guess is that the video encoder has gone bad or a blown diode somewhere on the board. Do you get sound out of the RCA jacks?

Yep, plays completely blind. I can hear the beeps upon start up and afterwords hear the game playing fine
