if it happens only on this board, then is the board, just kidding.
Check the voltage on that board ,it might be low. Those kind on issues can also be cause by poor grounding, not an expert but i had the same issue on my super neo.
The raster lines are caused by the brightness being too high, that is the bottom pot on the flyback. You can adjust it with a game on but it has to be really slow or you will blow the chassis(had an aero before and that is what i was told to do and it worked)
