Any tests I could to to it, as far as I'v been able to tell the traces are good.

All test on diag rom passes, but when doing individual tests I see this behavior on the Palette ram test (not sure if it's supposed to act like this or not):

Yes test is ok, check here at 39:29 time

If moving card is not changing line, get a logic probe and test zmc or replace it.
Here my example of zmc broken:

Wierd thing is that he stated that original bios is still watchdogging..
Diag bios passes, unibios passes but with graph and sound issues.

I am not sure but my finger points towards neo-do or neo-c1...

Of course assuming that original bios ic is fine and socket is also fine with all connections behind.

My bad, the initial post/board boots fine with a new unibios, but have these vertical lines when in game and neo-geo logo/unibios logo. so on that board only these lines, and possible missing right channel music is the problem.

The board that watchdogging is a second 2-slot I have here, sorry for the confusion :)

Then for the first board, I join the guys up on the Neo-ZMC2 possibility. If you have a multimeter, you might also check connection to the catridge slot connections to the zmc area. I have seen similar issue on 1 slots having this problem due to some vut traces to the cart slot.

Another less common problem, is having a Neo-Io starting to fail, but this would scramble the whole fix layers.

I just got done finishing an MV-2F with lines in the graphics, so while it is still fresh I can post some stuff here for you to start checking, you can see my repair log here.

I'm definitely no expert, but if the cart is showing the same graphical errors in both slots it is likely not the C rom traces from the cart slot to the NEO-273.

Instead test continuity of pins for NEO-ZMC2 specifically 1-50, 79, and 80.

the error is typical for issues with the ZMC2, the traces are obviously affected and should be fixed, all of them, the dark spots are a give away, thats corrosion and its still going
I wash these boards like dishes with a soft brush, cleanse with water, then IPA 99% to dry off, then in the oven at no more than 60C for an hour
the water and IPA will take care of the remaining battery gunk
then I'll tin the affected traces around the ZMC2 which I take off to check/fix all the traces

your multimeter beeping doesn't mean the trace "is fine"
most multimeter will beep when resistance is below 100Ohm, thats not "fine"

there is no need to check with a multimeter IMO
the damage is obvious and very typical for MV2F, the DIAG BIOS error points straight to the rotten traces/ZMC2, nothing obscure IMO

I had a few like these, that is a typical problem as the traces to/from the ZMC2 run right past the battery, and this one always leaks :/
