If one has only the PCB of a modern Arcade1Up game, is it possible to play that game/PCB on a modern HDMI display using modern controllers? Or do you actually need the special display that would come with the actual Arcade1Up cabinet and to use the actual joystick/button board that would come with it at retail? I know besides the PCB you would at least need the power supply, but does anyone have more info? Basically there is an Arcade1Up game I want, but I just want to be able to play the game on native hardware on a modern display and I don't want to own the actual cabinet. Picture attached as an example.

And if so then that just leaves the controller question.

No idea on video but for controls you would need the original controls encoder and harness to whatever game you want play to be safest. There are different revisions to the encoders that aren't cross compatible. You could solder your own wires onto the encoder and run wires into some sort of fightstick shell for a controller. If it's a gun game just forget it. That's going to be your only option I believe. People typically mod arcade1ups to swap the stock stuff for some sort of pi setup because it's easier to do more with than stock hardware.
 
I was able to purchase the main PCB, power supply, wireless antenna, control board (buttons/joysticks), and control board encoder. For video output I have found this:

which is HDMI output, but then I have also found this which I am not sure if it does what I think:

The latter is much cheaper and offers much more video output options, so I am thinking I could be wrong in assuming it connects to Arcade1Up PCBs and allows composite/VGA/HDMI output?

You want the first link not the eBay link. I'm assuming it comes with any adapter harnesses it needs. It has audio input so it should put out audio over HDMI.
