Are minor graphical glitches normal for Street Fighter II: Hyper Fighting?

I get them on the Blanka stage. A thin horizontal line that's part of the background graphics occasionally gets brighter for a split second, and sometimes the entire background graphics glitch out for a split second. I saw the same thing happen in a YouTube video, but it was Super Street Fighter II: Turbo and it was on the Chun Li stage. You can see it in this video at 5:13 -

If I run Champion Edition (by swapping ROMs 21 to 23), there are never any graphical glitches on Blanka's stage nor anywhere else. It only happens with the three Hyper Fighting ROMs installed (I'm running sf2hfu USA 921209). I've already dumped all three of them and checked them with ROMident, and they all match the ones in MAME.

There are several possibilities here, but if you don't see the problem by ROM swapping to Champion Edition then perhaps your Hyper Fighting ROMs are occasionally flaking out. Try flashing Hyper Fighting to a different set of EPROMs and see if the problem still happens.

Also, make sure your power supply is delivering a steady 5.0V to the JAMMA edge. A slump in power could cause that kind of glitch to happen, although you'd be seeing it in more than one stage.

I found a video of Hyper Fighting on real hardware and at 10:18 I saw the same horizontal line glitch that I see on mine, so I'd say it's normal, unless both of our boardsets are broken in exactly the same way, which would be a huge coincidence:

It appears on this frame:

And disappears (goes back to normal) in the next frame:

I need to watch more of that video to see if the whole background ever glitches for one frame. With mine it doesn't do it every time I'm on the Blanka stage.

Yes, and I'd be seeing it with Champion Edition too. The power supply is a fairly new Peter Chou from Betson Imperial, and I have it adjusted to +5.05 VDC, measured at the PCB's card edge contacts.

Edit: The horizontal line glitch happens for one frame again at 11:26:

I just did this and the horizontal line glitch on the Blanka stage is still there, but I'm convinced that's normal due to the boardset that was used for that Hyper Fighting tournament having the exact same glitch. I haven't seen the entire background glitch yet, but I've only played the Blanka stage twice since burning the new set of Hyper Fighting EPROMs, so that remains to be seen.

I checked all the videos on that SF2HF channel, but the one I linked to above is the only one that had any Blanka stage footage, and it was brief at that. I didn't see the entire background glitch, but there wasn't enough footage to say it never does.

Other videos of HF gameplay I've found is from Fightcade (emulation rather than the real hardware), so that's useless.

I've been playing this game quite a bit for the past few days, trying to beat it without continuing on the highest difficulty setting on the DIP switches, which I finally did last night (which is drastically harder to do than on TWW or CE), and the entire background still glitches for one frame from time to time, and I've discovered that it isn't limited to just the Blanka stage. I've seen it happen on various stages now. And with that in mind, I decided to watch that whole 2½-hour 2023 tournament video on the SF2HF channel again, which paid off, because I saw the same background glitch happen in that video on the M. Bison stage. Here are screenshots of 3 sequential frames:

The first screenshot is the frame before the glitch, the second is the glitch, and the third is the frame after the glitch. The glitch happens so fast (just 1 frame) that it looks like the whole background is getting corrupted, but what actually happens is: the whole background shifts to a different view for one frame. You can see what it looks like in motion in the video I linked to previously if you watch for a second or two starting at about 1:26:35.

I'd say that video confirms that both the horizontal line glitch on the Blanka stage and the entire background glitch on any stage are normal for Hyper Fighting, so I don't need to try to fix something that isn't broken.
