Astro City PSU Low 5v Under Load

I'm working on a 400-5261 power supply from a Sega Astro City. The 5V can be adjusted above 5V with no load but under load it won't go any higher than around 3.5 to 4V. I have replaced all caps other than the filter cap (tests fine). Anyone have any experience with this PSU or any pointers?
 
Has the wiring harness been tampered with? Longer and/or thinner wiring than stock can sometimes lead to voltage drop.
Did you check to make sure all of the new capacitors were properly soldered?
Have you tested with another game to isolate the PSU?
 
It's doing this inside the cabinet (with various boards) and outside on my test bench. On my test bench I have a resistor connected directly to serve as a load so it's not a wiring issue. This PSU was having the same issue before capping it. Was hoping it would solve it but it did not.
 
Do you have -5v present? Possibly a bad 78L05?
Yes I do have -5v and I installed in a new 78L05

I know this is old but have you found a solution? I am having the exact same issue
