Capcom LED Storm is DOA, boots to blue and green trash, any help appreciated

Hey guys, I appreciate any input on this matter before I start the long road of probing the entire board. It boots to the green trash on my Unico Nova Blast machine but it boots to blue trash on my test set up, which is odd to me, both setups usually run the same. No audio, no button input alters anything. I've cleaned the entire board up and down, cleaned and reseated every possible IC, replaced every possible capacitor and still arrive at the same result. The board was dirty with typical dust but in pretty good shape, so I imagine physical trauma causing the issue is highly unlikely.

The original eBay seller (who is an absolute nutcase, a whole other story on it's own) promised this worked 100%, but admitted to not even looking at the board after boxing it years ago, so anything could be wrong with this board.

Do you have an EPROM reader? It looks like the CPU might be trying to boot but has nothing to read. You could pull those ROMs with the stickers on them and compare to the originals using ROMIDENT. You could gently flex the board in areas to see if the behavior changes, which would could be a dirty socket or bad solder joint. Feel around on the board to see if any of the chips are extra hot. Also look to see if there are any big scratches on the traces or corrosion on any chip legs. If none of that pans out, you'll need to pull out your logic probe and do more investigating.
