Capcom Mini Cute Part (?)

Hello. Does anybody know what this part is next to the PSU inside the Capcom Mini Cute? And what does it do?

I'm looking at a Mini Cute that doesn't have an original PSU nor this part and so I'm curious. Thank you.

Noise filter. Not all cabs come with one, I wouldn't call it super necessary.
