I had a standard dimm with the CF kit, I tried it on my chihiro type 1, it comes up with error 24 GD-ROM not found, I used naomicf to copy outrun 2 512 to the cf card and I am running zero key.

To my knowledge, you need a chihiro type 3.
On a type 3 you can update the dimm firmware for compact flash.
This is not possible on a chihiro type 1 (not even with a netdimm).
But, I would be glad to be proven wrong.

Correct. Cf booting will not work on a type 1 Chihiro or Triforce even with a dimm flashed to 4.02.
Type 3 can use CD cards with either the official Sega fw with an official Sega cf reader or with Darksoft's custom FW and ANY cf reader, hdd or ssd.
