Chihiro slow to boot then Error 26, but OK on restart

Hi there. I have an interesting problem with my Chihiro which is running Outrun 2 SP using a compact flash card. When i start my machine the Chihiro takes a bit of time to react before showing the white Chihiro screen. Sometimes it sits on a black screen for 5 seconds, sometimes its 20 seconds. But once it has started, it will then show an Error 26 - Media board malfunction. Then, if I quickly restart the machine (turn power off then on again), more often than not it will boot up fine. Sometimes it shows the error 26 a second or third time but will eventually work on restart. And when it works, I can leave the machine running for hours without any problem at all.

Does anyone know what the problem might be?

Is my key chip faulty? Or perhaps the key chip reader card in the Chihiro? Or is it potentially the Compact Flash playing up?

OK. Well I started troublshooting by replacing the compact flash card reader. So far so good - booting up without any problems at all now. Will monitor over the next week or so.
