CPS1 - My C board PPU is busted, isn't it?

If anyone is interested, for the sake of reference;

As I suspected and as @Apocalypse stated, the problem was indeed with the C-board PPU. I've confirmed it with another WW I recently bought.

Well I bought both WW boards cheap since they were all faulty. The first one (this) had a working A board. I was already one short in A boards in my CPS1 collection anyway so that I consider a good deal anyway

The second WW I bought was also cheap because it was listed as faulty as well. Turned out to be only wrong dip switch settings I also got a 12Mhz working A board with it

Sooo, I ended up with a 100% working WW set and a spare 100% working 12Mhz A board for a price less then a single working WW board on ebay I'm totally comfortable with these combinations.
