CPS2 setup with DS Multi keeps requiring EXC5 short

My current setup requires EXC5 to be shorted each time I use it (after shutting it off prior) or else I keep getting a green/red screen. Was a single permanent solution determined for this issue?

I was digging through older threads but didn't see anything definitive.
