Here’s the mysterious vmini pcb that’s referenced in the manual.
No idea what it does, but given it has no button inputs, it likely makes sense that the vmini connector on the IO board outputs the buttons/P1 stick via that vmini cable to this board.
Having re-read this thread, I'd be willing to wager it's a test or basic game board, to meet the tax requirements in Japan. Sega cabs shipped with Head On mini, Taito shipped a Space Invaders board. Dunno what this is. But since it only takes controls and power IN, and has video and audio OUT, it's gotta be a tester or game board.

Cool. My CL still had the cable hanging in the cab from the IO board that connected to this. Caused me a bit of confusion which @NFGx helped me with above.
