Eprom issue

So i received a batch of AM27c010 eproms from China awhile back I have had some issues with, I know, I know, but it's a trusted seller I have bought many times from without issue. Anyway, I use a Needhams EMP-21, quite popular burner back in the day, and still a work horse for me. Anyway, eproms are erased, etc., and read fine as AM27c010's, however when trying to write to them, I get the software error "maximum pulse count exceeded" once it starts to write. I can erase them again and try again, but get the same error. I tried looking up this error and although I didn't find the same error message, I did find some info talking about pulse. By my guess, the eproms have exceeded their number of writes?? Does that sound like what I may be running into with these eproms? If so, I assume they are not good for anything. . .
 
Some programmers have a slow read/write mode. Try that if yours has it. In any case, I don't know why there is so much excepticism about chinese "refurbished" ? We know that they are all extracted using the latest hi-tec available at the moment and Quality control is key for these companies. See promo video attached:
