So what's this model do?

I used it mainly to composit the H and V syncs from my Dreamcast.
Basically it turns 5 wire (red,green,blue,h-sync,v-sync) into 4 wire (red,green,blue,c-sync).

If you have something like a PVM 20L5 for example (a monitor that can sync 15~45khz) you could composit your PCs VGA and the monitor could display 480p~1080i.

Yup you could use it that way to composit the Dreamcast's H and V syncs... As long as you have a multi-sync PVM/BVM is should accept the 640x480 once composited.
