Yes it's a bios setting. It's usually called something like "restore on ac power loss".
The monitor is the 24v psu. The 12v psu powers the marquee light and sound amp.
I suggest you just actually "take the plunge" instead of getting stuck in the trap of asking so many questions. Once you have things in your hands you will have context.
