Golden Tee Fore! Green Board Not Booting Up

Good afternoon;
I have a Golden Tee Fore! Complete arcade cabinet and the board just doesn't seem to work. Status 1 is solid while status 2 blinks. EEPROM shows 5.1V, I did a deep clean with 91% isopropyl alcohol, connections between EEPROM and NEC are good. I tested without hard drive and cleaning the video card, but that didn't work either. Checked Dip switches as well.

I think that the issue would be the ROM, and I might be ordering a compact flash with 2.09 and U61 security chip. I was wondering if there's a cheap test I can do to confirm if that is or isn't the issue before ordering the kit.

Also, showing the picture to see if there's something else more obvious. (I did replace the Oscillator and rusted screw after this picture was taken)

Probably start by verifying all the onboard regulators under load and checking for cracked solder joints around the ROM and chipset. If you have a logic probe or scope, it's worth seeing whether there's any activity on the ROM during boot before ordering replacement parts

I'll try checking the regulators, the ROM and chipsets didn't seem to have any cracked joints. I did a clean-up and got some of the corroded areas cleaned up, I'll need to grab a logic probe and test. Got any recommendations on a brand?

The Elenco LP-560 is a decent budget choice and should be fine for basic logic checks
