Since the harddrive is ATA locked, you need to hot swap the drive to a Windows computer after booting.
In the Registry Editor, File, Load Hive
From the GC drive, under [C]:\Windows\System32\config choose SOFTWARE
Give it a name. You will see a new branch with that name under HKEY_LOCAL_MACHINE
Go to Software\Taito\TypeX, there is a binary value called Country
The contents of that value need to be "02 00 00 00"

had this cab for 10 years and didnt have a clue!

You can also do this with a USB updater file on a flash drive thats what I did. But I cant recall if you needed private network support to make it work or not.
