Hammerin Harry Irem M84 Wouldn't Boot

Bought a Hammerin Harry PCB a few years back on eBay that would only boot up to a white screen, nothing else. The board was sold as working and I messaged the seller and he said keep the PCB and here's your refund. I didn't do much with it til recently. I managed to find the issue was on the A board. Found a bridged solder joint here on this chip. Could this board have been bridged from the Irem factory? Seems like it because the board looks factory and untouched. Anyways. threw a little flux on there, took the soldering iron to it and unbridged the pins and it works like a charm now!

Very weird, it almost looks as if that blob of solder has always been there. But if that's the case, the board could never have worked so i'm kind of stumped on how this was ever sold as working. Maybe a mix of rom/main board by the operator at some point?
