help with Shinobi System16b issue

I acquired this System16b Shinobi with a missing a 20.000 Mhz Crystal. I replaced it with one from a parts board (moonwalker)

After plugging it ... ok first in JAMMA ... then realizing it's NOT jamma and building an adapter .... then thinking its the adapter and asking a friend for his "commercial" adapter, I get this:

it doesn't appear to coin up or start but at least I have an image ...
Any hints as to what to check next please?

Well are you sure the crystal was the only issue? Gotta check the sync.

That does look like a sync issue,.
I have a vague memory of this when I made my system 16 adapter.
Are all your grounds tied together?
Here's a pic of my ropey adapter you can see the video ground is connected to the all the rest.

I also made a ropey one and thought it was the problem but confirmed the same issue with a working one

S16 Needs video ground connected, if it's not there add it to your adapter
